The "Observatoire" has a network structure.

It is notably comprised of:

a 25-member council, chaired by the Minister of Spatial Planning or the Interministerial Delegate for Spatial Planning and Competitiveness; the members are representatives of government administrations, Parliament, local authorities, the National Spatial Planning and Development Council, the National Federation of Urban Planning Agencies, and five qualified persons ;

a network of partners, organisations involved in the production and use of information on local areas at various geographic scales (from local to international) ;

a technical team, under the Interministerial Agency for Spatial Planning and Regional Attractiveness.
